President Volodimir Zelenski heeft een terugkeerprogramma aangekondigd voor de naar schatting 6,3 miljoen Oekraïners die tussen 2002 en 2017 in het buitenland een beter bestaan hebben gezocht . Het programma 'Kom terug en blijf' moet zorgen voor betaalbare leningen voor het opzetten of uitbreiden van een bedrijf.

Het gaat om leningen tot 1,5 miljoen hrivna (56.500 euro) waar 5 tot 9 procent rente over moet worden betaald. Kleine bedrijven en bedrijven die voor nieuwe banen zorgen hoeven minder rente te betalen. ''Ons land heeft jullie nodig. Jullie kennis, talenten en doorzettingsvermogen. We willen echt dat jullie weer thuis komen'', zegt Zelenski in een videoboodschap.
