'Wij kunnen wapenarsenalen dus niet veilig houden'

We have shown that we are unable to protect strategic arsenals. So, there is a question about the quality of our national defense. We will never stop counting casualties and losses as long as top-ranking officers who fail to fulfill their duties properly are not held liable," Turchynov said at a briefing in Kyiv on Thursday, September 28. "For those who still don't understand: you can't accuse me and my subordinates of inaction. You can't make scapegoats of us," he wrote on Facebook in response. "To control the Armed Forces, a clear vertical with the commander-in-chief at its top has been built. Meanwhile, the Armed Forces of Ukraine are getting stronger and stronger every day. Only unity and stability in the state will lead to victory over the enemy," he wrote. As UNIAN reported earlier, first reports about explosions of ammunition and a blaze in the arsenal of the Ministry of Defense near Kalynivka came at around 22:00 local time on September 26. According to the State Emergency Service, two people were injured in the incident, with more than 30,000 people having been evacuated from the nearby area. Law enforcers have qualified the incident at the ammunition depot as an act of subversive activity.

Secretaris Oleksandr Toertsjinov van de Nationale Veiligheids- en Defensieraad houdt de generale staf van het Oekraïense leger verantwoordelijk voor de brand in het munitiedepot bij het dorp Kalinivka. ''Het is duidelijk dat wij niet in staat zijn om onze wapenarsenalen veilig te houden en daarmee onze nationale veiligheid. De legertop, tot de hoogste man toe, moet daarvoor ter verantwoording worden geroepen, anders krijgen we nooit een verandering'', zei Toertsjinov vanmiddag op een persconferentie.

Door de branden in de twee grootste munitiedepots van het land - op 23 maart was er ook een grote brand in het depot in Balaklia - is volgens Toertsjinov de gevechtscapaciteit van het Oekraïense leger danig aangetast. 

Legercommandant Viktor Moezhenko reageerde als gebeten. ''Er valt mij en de mensen om mij heen niets te verwijten. Ik heb in de afgelopen tijd niet stilgezeten en ik ben niet van plan om hier de zondebok te zijn'', aldus de generaal die aanvoert dat de generale staf er voor heeft gezorgd dat het zwakke Oekraïense leger zich tegenwoordig goed kan verweren tegenover de pro-Russische rebellen en het reguliere Russiche leger, terwijl het leger nog maar drie jaar geleden geen partij vormde.''

Militair aanklager Anatoli Matios legde de schuld voor de brand in het munitiedepot bij Kalinivka vanmorgen al bij de slechte beveiliging. Niet alleen vanwege technische mankementen, maar ook omdat het beveiligingspersoneel slechtbetaald en onbekwaam is. Inmiddels heeft hij laten weten dat bij een veiligheidscontrole in een depot met Tochka-U raketten twee militairen in volstrekt dronken toestand werden aangetroffen. Matios: ''Ik vrees dat dit geen uitzondering is.''
