Hrojsman: 'Gascontract Timosjenko was verraad'

Premier Volodimir Hrojsman heeft op een bijeenkomst over energiebesparing fors uitgehaald naar oud-premier Joelia Timosjenko die in januari 2009 een voor Oekraïne uiterst onvoordelig contract heeft gesloten voor de levering van Russisch aardgas. ''Landverraad'', noemde Hrojsman deze handeling die door Timosjenko altijd is verdedigd als het enige wat haar te doen stond om te voorkomen dat het land middenin de winter zonder gas zou komen te zitten.

 In 2012 liet toenmalig president Viktor Janoekovitsj de ex-premier tot zeven jaar gevangenisstraf veroordelen voor hetzelfde fout. Daarvan zat ze er overigens maar twee jaar van uit vanwege het voortijdige vertrek van Janoekovitsj.

Het langjarige contract ging uit van een vaste prijs van 450 dollar per duizend kubieke meter aardgas, wat ver boven de toen geldende marktprijs was. Bovendien steeg de prijs van het Russische gas in het tweede kwartaal van 2014, dus direct na de machtswisseling in Kiev, tot 485 dollar omdat de compensatie voor het gebruik van de marinehaven Sevastopol wegviel na de annexatie van de Krim.

Oekraïne probeert nu via een arbitragerechtbank in Stockholm 6 miljard dollar terug te krijgen van het Russische staatsbedrijf Gazprom. Daarbij is ook een compensatie inbegrepen voor de teruglopende doorvoer van aardgas richting Europa via het Oekraïense gasnetwerk.

As UNIAN reported earlier, the Arbitration Institute of the Stockholm Chamber of Commerce will hear claims filed by Ukrainian state holding company Naftogaz of Ukraine and Russian gas giant Gazprom in late November – early December 2016, and the judgment is expected to be awarded in late January 2017. In October 2014, Naftogaz appealed to the Stockholm arbitration court seeking the revision of its natural gas transit contract with Gazprom, as well as compensation from Gazprom for the shortfall in gas transit volumes. The lawsuit lodged by Naftogaz with the Arbitration Institute against Gazprom in June 2014 demands not only the revision of Russian gas prices, which rose sharply in the second quarter of 2014 by more than a third, to $485 per 1,000 cubic meters, but also included the demand that Gazprom refund Ukraine $6 billion that the Ukrainian company said it had overpaid for gas since 2010. Ukraine seeks the general revision of the terms of the gas contract with Gazprom dated 2009.
