Loekasjenko: 'Oorlog Oost-Oekraïne bedreigt ook veiligheid van Europa'

De Wit-Russische president Alexander Loekasjenko vindt dat de oorlog in Oost-Oekraïne een bedreiging vormt voor de veiligheid van Europa. ''Het is een soort van test of wij in staat zijn om Europa veilig te houden. Zo niet, dan worden onderhandelaars niet meer serieus genomen'', aldus Loekasjenko vandaag op een veiligheidsconferentie in Minsk.

Hij constateerde dat alle onderhandelingen tot nu toe eigenlijk tot niets hebben geleid. Niet de Normandische Vier, of de Contactgroep in Minsk en evenmin de waarnemersmissie van de OVSE en het een-op-een overleg van de Amerikaanse onderhandelaar Kurt Volker met zijn Russische collega Vladislav Soerkov hebben iets opgeleverd.

Intussen blijven er doden vallen, ook burgers. ''Meer dan 3,5 jaar is er verstreken sinds de Minsk-akkoorden werden getekend. Sindsdien is geen enkele afspraak daarvan uitgevoerd. Het betekent niet dat die akkoorden slecht zijn. Door zowel Rusland als Europa en de Verenigde Staten worden ze nog altijd gezien als de enige manier om het conflict in Oekraïne te beëindigen.''

Loekasjenko waarschuwde voor escalatie. ''Er worden steeds meer wapens aangevoerd, volgens onze inlichtingen zelfs geavanceerde wapens voor elektronische oorlogsvoering. Daarmee wordt niet alleen op de grond strijd geleverd, maar ook in de ruimte. Wat willen ze nog meer gaan inzetten? Atoomwapens? Dan is een grote oorlog echt onvermijdbaar geworden.''

De president zei zich zorgen te maken om de veiligheid van alle Wit-Russen. ''De oorlog is dichtbij. Aan onze grens worden met grote regelmaat wapens in beslag genomen die uit Oekraïne komen.'' Er zijn inmiddels 160.000 Oekraïense vluchtelingen in Wit-Rusland. "We hebben ze geholpen waar we konden. Met het vinden van werk, gezondheidszorg, sociale en psychische aanpassingsproblemen. gegeven onze eigen sociale en economische situatie was dat niet eenvoudig voor ons.''

Loekasjenko liet vorige week nog weten aan de Oekraïense president Petro Porosjenko, op bezoek in Minsk, dat hij bereid is om als bemiddelaar op te treden bij gesprekken met Rusland over het beëindigen van het conflict in Oost-Oekraïne.

If the conflict is unresolved, peace on the continent will be under threat,” Alexander Lukashenko said. “This is a kind of test for our ability to do something, to make decisions and to preserve Europe as our common home. If we fail to settle this serious conflict, we will turn into good negotiators, will meet for talking shops, but will never arrive at any solution,” the Belarusian leader emphasized. In his words, no one has been able to stop the clashes in the east of Ukraine – be it the Normandy Four, or the OSCE trilateral contact group or the OSCE Special Monitoring Mission to Ukraine or the Volker-Surkov format. According to Alexander Lukashenko, the most terrible thing is that many people, including civilians – women and children – keep dying. “More than three and a half years have passed since the Minsk agreements were approved by the Normandy Four. But none of the items have been implemented. Although this does not mean that the agreements are bad. They are recognized by Russia, Europe and the United States as the only way to the Ukrainian settlement,” the Belarusian leader said. “We see that the situation is escalating. Deliveries of anti-aircraft, anti-tank and other lethal weapons to the region bring a radical scenario closer. According to our data, they bring advanced weapons for radio-electronic warfare not only on the ground but also in space. What else do they have to bring? Nuclear weapons? Then the war will be unavoidable,” he said. Alexander Lukashenko also noted that Belarus received 160,000 refugees from Ukraine and provided them with all necessary things, assisted with finding a job, provided healthcare service, social and psychological adaptation. “In a word, they found here their second home. It was not easy for us given our current social and economic situation,” he said. The president also drew attention to security issues and regular seizure of weapons on the border, which, of course, requires resources. “In fact, this is the conflict on our land, not even at our doorstep. Therefore, we are so concerned about this situation,” Alexander Lukashenko said.
